REPORT OF THE DECISION OF PEOPLE'S INITIATIVE REFERENCE AS SUBJECT: "MEASURES OF THE CITY COUNCIL FOR THE INCOME SUPPORT OF HOUSEHOLDS AND INDIVIDUALS AFFECTED BY ECONOMIC CRISIS " MADE UNDER ARTICLES. 6 AND 8 DELLO STATUTO DEL COMUNE DI ROMA E DEGLI ARTT. 2, 3 E 4 DEL REGOLAMENTO PER GLI ISTITUTI DI PARTECIPAZIONE DEL COMUNE DI ROMA.
La crisi economica che imperversa in tutto il mondo fa si che sempre maggiori fasce di persone, e di nuclei familiari, si trovino in uno stato di sofferenza economica, che non gli consente di poter serenamente programmare la propria esistenza e di far fronte a quegli impegni economici atti a garantire al singolo ed al nucleo familiare il soddisfacimento dei più elementari bisogni.
Questo è vero a maggior ragione in una città come Roma, dove tutta una serie to "parachute" type of solidarity family, friends and groups that are "open" in case of need in small communities do not exist because of the scarcity of social relations of a great metropolis.

Resolution
RESOLUTION OF PEOPLE'S INITIATIVE MADE WITHIN THE MEANING OF ARTICLES. 6 AND 8 STATUTE OF THE CITY OF ROME AND THE ARTS. 2, 3 AND 4 OF REGULATION FOR INSTITUTES OF PARTICIPATION OF THE CITY OF ROME.
PURPOSE: Measures of City Council to support the income of households and individuals affected by the economic crisis.
THE CITY COUNCIL
CIRCUMSTANCES
- that a growing number of families, and individuals who live in CIRCUMSTANCES
the Municipality of Rome is in increasing difficulty because of the economic crisis;
- that the City of Rome by the interests and promotes the progress of the resident or domiciled in
city, natives and non natives, - Article 1 of the Charter of the City of
Rome - and promote the economic and social development - Article 5 of the Statute of the City of Rome
- that has the primary objective moral and material welfare of the community of
men and women living on their territory and implement everything in its power to ensure that the
difficult situations are remedied, especially if you are involved in
directly or indirectly minors;
FOUND
- that the services provided by the City of Rome in favor of the resident or domiciled in municipality, native and nonnative, are an integral part the inalienable rights of every person
to live in decent conditions and human resources and to elevate morally, socially and economically
;
NOTING
- that the spread of the economic crisis of their own free subsistence income always more families and individuals enabling them to have difficulty in
contribute to the payment of allowances payable to the city to take advantage of municipal services
or the payment of amounts due to the consumption of goods and services from companies owned by

RITENUTO
- che la fornitura di beni primari come l’energia elettrica – per civili abitazioni e per utenze a fascia protetta - e l’acqua per civili abitazioni da parte di società di proprietà del Comune di
Roma o da esso partecipate sono servizi essenziali da garantire a tutti e a tutte..
TUTTO QUANTO SOPRA PREMESSO E CONSIDERATO
DELIBERA
a) di ridurre del 50% le tariffe e/o il pagamento per la fornitura di beni di cui al successivo DELIBERA
punto d) della presente delibera per quei nuclei familiari di cui almeno un componente nel
periodo compreso tra il 1 gennaio 2011 ed il 31 dicembre 2013 risulti essere non occupato,
disoccupato, cassaintegrato, lavoratore precario con reddito lordo annuo di € 12.000,00
percepito nell’anno precedente;
b) di ridurre del 50% le tariffe e/o il pagamento per la fornitura di beni di cui al successivo
punto d) della presente delibera per i componenti di nuclei familiari composti da una sola
persona il cui componente nel periodo compreso tra il 1 gennaio 2011 ed il 31 dicembre
2013 risulti not be employed, unemployed, laid off, workers with precarious
gross annual income of € 12,000.00 received in the previous
c) 50% reduction of tariffs and / or payment for the supply of goods described in
point d) of this resolution for retirees older than 65 years with whom
only source of retirement income to the minimum capital, or for elderly couples in which at least one component

- ACEA rate on the supply of electricity for residential users and
protected band;
- ACEA rate on the supply of water for residential,
- AMA rate on the collection and disposal of municipal solid waste to civilian
homes;
- ATAC is a subscription fee for single ticket;
- rate service on the school canteen;
- rate on the municipal day-care service;
- rental houses owned by the City of Rome or entities under its control and participatory;
e) to maintain its fees for goods and services referred to in subparagraph d) of this
act until the date of December 31, 2013.
f) not to enforce the cessation of electricity cuts and water to
individual referred to in paragraphs a), b) and c) that are in arrears for the period from 1 January 2011
and December 31, 2013.
